font-size: 17px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); line-height: 2em; box-sizing: border-box !important; overflow-wrap: break-word !important;">（一）提升基层医疗卫生机构传染病预防控制能力。全县设有县医院、中医院、妇幼保健院、疾控中心、卫生监督所各1所，乡镇卫生院13所，村卫生室421个，民营医院6所。全县卫生技术人员1553人，注册乡村医生478名。年初以来，面对省内疫情突发的形势，坚决贯彻执行上级要求，重点监督乡镇卫生院、村卫生室等哨点发挥好作用，第一时间进入应急状态，全员上阵、全面管控、全力应对。全县所有行政村实现村卫生室全覆盖，各村卫生室配备了乡村医生，全县各基层医疗卫生机构严格落实“村报告，乡采样，县检测”哨点职责；13所乡镇卫生院和6所民营医院设置发热筛查门诊，13个乡镇卫生院全部配备了负压救护车；严格落实发热人员闭环管理，医疗机构实行预检分诊和发热筛查门诊工作一体化闭环管理，将预检分诊与发热筛查门诊工作紧密衔接，进一步规范和细化了发热病入接诊、筛查、留观、转诊工作流程,确保所有来院患者经预检分诊后再就诊,发热患者和可疑病例严格信息登记、报告、采样记录、闭环转运、规范处置。</section><section style="margin: 0px; font-size: 17px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); line-height: 2em; box-sizing: border-box !important; overflow-wrap: break-word !important;">（二）提高公立医院传染病防治能力建设。一是为进一步优化医疗卫生资源配置，增强区域内传染病防治能力，在重大传染病疫情防治中发挥积极作用，开展了县医院传染病区扩建项目，总投资1500万元，建筑面积1460平方米。二是今年年初投资1200万元实施“两中心一基地”项目，即日接种3000人能力的乐亭县新冠疫苗接种中心，乐亭县首个妇女儿童健康管理中心，日单检能力达到1万人份的乐亭县第二核酸检测基地。三是健全完善科学合理的应急保障体系。通过加强疾病预防控制中心改扩建工程及信息化设备更新，建立起了人员通、信息通、资源通和监督监管相互制约的机制，提升了疫情监测预警、风险评估、流行病学调查、检验检测、应急处置能力。</section><section style="margin: 0px; font-size: 17px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); line-height: 2em; box-sizing: border-box !important; overflow-wrap: break-word !important;">（一）大力实施了医疗服务水平提升三年行动。投资2400万元、建筑面积6000㎡的县医院病房综合楼项目于2020年7月正式投入使用；投资1500万元的传染病区改造扩建项目于今年10月份建成，预计12月份正式投入使用。县级医院先后添置德国原装进口麻醉机、日本奥林巴斯170电子胃肠镜、康复设备、救护车辆等设备；累计投资700余万元为乡镇卫生院购置血球分析仪、B超、彩超、DR6等设备百余台件。县医院重点加强了全县120急救中心、脑卒中中心、胸痛中心、危重孕产妇救治中心、危重新生儿救治中心、急性创伤救治中心“六个中心”建设，畅通急诊急救“绿色通道”，进一步完善了抢救流程，制定急诊服务流程和服务时限，提高了抢救成功率。中医院加强了中西医结合肿瘤科、疼痛科、康复科、肛肠科4个重点专科建设，全县13家乡镇卫生院全部完成“国医堂”建设任务，开展中医诊疗业务，受到患者的一致好评。</section><section style="margin: 0px; font-size: 17px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); line-height: 2em; box-sizing: border-box !important; overflow-wrap: break-word !important;">（二）全面加强基层医疗卫生服务能力建设。一是为进一步改善提升乡村医疗卫生服务水平，大力解决基层卫生室人员短缺问题，充实基层人才队伍。二是实现了卫生室的人员、财务、药械、业务、准入退出、绩效考核、工资、管理、培训教育、奖惩十统一管理。三是制定《村医工资发放暂行办法》，将乡村医生养老保险、意外伤害保险、卫生室修缮等资金纳入财政预算，每年予以保障。四是通过定期对村医组织业务培训，不断提高基层卫生医疗服务水平。开展基层人才能力提升培训工作，在县医院设置培训班，教师由县医院组织医师担任；5名乡镇卫生院骨干临床医师每人每年累计线下培训120天，20名乡村医生每人每年累计线下培训30天。</section><section style="margin: 0px; font-size: 17px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); line-height: 2em; box-sizing: border-box !important; overflow-wrap: break-word !important;">（二）健全完善养老服务体系。一是提升医养结合服务质量。目前全县医养结合机构2家，床位达到160张以上，其中佑安康养中心运行三年，2020年通过省级验收，被省卫健委、省民政厅确定为医养结合优质服务单位。今年新增的康华医养结合中心集康华医院、康华居家养老服务中心为一体，功能定位为居家养老服务、医疗护理和康复休闲等功能，项目总投资6000万元，占地面积1500平方米，建筑面积8000平方米，规划医疗床位50张、养老床位200张；二是推进医疗机构与养老机构签约服务。全县11所医疗机构与辖区内对应的公立及民营养老机构签定了医养结合服务协议，为养老机构提供健康咨询、体检、常见病诊疗、健康管理等服务，签约服务率100%；三是进一步摸清了失能半失能、鳏寡孤独老年人底数，将所有失能半失能、鳏寡孤独老年人纳入紧急医疗呼叫系统管理，能够以“一键”拨号或以“A+村医+联系电话”方式联系村医或家庭医生。</section><section style="margin: 0px;
